The "Report" shows that geological prospecting has continued to make breakthroughs and the mineral resource base has been further consolidated. In 2021, oil and gas geological exploration made breakthroughs in new strata, new types, and new areas in multiple basins such as Ordos, Junggar, Tarim, Sichuan, and Bohai Bay; major progress was made in non-oil and gas mineral geological exploration, and 38 large and medium-sized mineral deposits were discovered. 34 places.

The construction of legal systems in the field of mineral resources continues to advance, and management capabilities are further improved. First, the "Opinions on Promoting the Comprehensive Conservation and Efficient Utilization of Mineral Resources" were issued, integrating the requirements of conservation and efficient utilization throughout the entire process of mineral resource exploration and development. Second, a preliminary investigation and evaluation system for the development and utilization of mineral resources has been established. Third, the minimum "three-rate" indicators for the rational development and utilization of 124 types of mineral resources have been released successively, establishing a complete "three-rate" indicator system for China's mineral resources. Fourth, the 2019 and 2022 editions of the "Catalogue of Advanced Applicable Technologies for Conservation and Comprehensive Utilization of Mineral Resources" were formulated and released to actively promote the promotion and application of advanced technologies and the transformation of results.

The ecological restoration and green development of mines have been solidly advanced, and the construction of ecological civilization in the mining field has made new progress. Since the 18th National Congress of the Communist Party of China, the construction of green mines has evolved from initiative exploration, to pilot demonstrations, and then to coordinated promotion at the upper and lower levels, becoming an important platform and vivid practice to promote the construction of ecological civilization in the mining field. At present, more than 1,100 national-level green mines have been built across the country, and 50 green mining development demonstration zones have been created. Green mine construction has played a great role in promoting resource conservation and efficient utilization, ecological restoration and governance, and building harmonious relationships among communities in mining areas. Geological data resources continue to be enriched, and social services are further promoted. Since the 18th National Congress of the Communist Party of China, the geological data exchange rate has increased from 32% in 2012 to 91% in 2021; the national collection has exceeded 30 million pieces, and the physical cores have exceeded 4.5 million linear meters; all collection materials have been digitized; and a The National Geological Data Center and unified management service platform provide online supervision and information collection throughout the entire process and provide timely government services. At the same time, geological data actively provide special services for the construction of major national projects, ensuring resource security, various planning preparations, ecological restoration, earthquake relief, etc.

Scientific and technological achievements in the field of mineral resources have been remarkable, and scientific and technological innovation capabilities have been continuously enhanced. In 2021, the Ministry of Natural Resources actively promoted the implementation of national science and technology plan projects such as the National Key Research and Development Plan, and produced a number of important results; it released and implemented 8 national standards and 115 industry standards in the field of geology and minerals. The National Engineering Research Center for Natural Gas Hydrate Exploration and Development was approved for construction, and four other national engineering technology research centers including the National Comprehensive Utilization of Non-metallic Mineral Resources were established. The Ministry of Natural Resources has established 40 key laboratories, 24 engineering technology innovation centers and 38 field scientific observation and research stations in the field of mineral resources.

International cooperation in the field of mineral resources is active and pragmatic, and friendly cooperative relations continue to deepen. In 2021, the Ministry of Natural Resources will innovate ways of exchange and cooperation, actively maintain contact with relevant countries and international organizations, and organize the China International Mining Conference, the China-ASEAN Mining Cooperation Forum and Promotion Exhibition, and the Eurasian Economic Forum "Belt and Road" international geoscience cooperation.
